Baltimore

The FBI arrested 17 Baltimore police officers in an "extortion scheme" for illegally steering car accident victims to a Rosedale auto body shop. More than a dozen other officers were suspended.

Baltimore councilman says "Towing is a $12 million industry in this town..."

Two assistant professors of economics at Loyola University of Maryland think the kickbacks were efficient and provided needed competition.
